FCC Allows Basic Tier Encryption

The FCC has issued a report and order amending its rules to allow cable operators to encrypt the basic service tier in all-digital cable systems if they comply with certain consumer-protection measures. The change is intended to allow remote cable service activation and deactivation.Cable ops choosing to encrypt their basic tiers will be required to provide appropriate equipment to subscribers whose TV sets and third-party CPE are not compatible with the encrypted services so that the subs can still get the programming to which they subscribe.
