Time Warner Cable has awarded three stipends as part of its Research Program on Digital Communications. The Research Program awards stipends to generate reports and provide new information, insights and practical advice to policymakers and policy stakeholders. Each stipend is $20,000. The three studies selected for stipends were:



  • Evaluating Minority Attitudes Toward Digital Privacy and Security, by Nicol Turner-Lee, Joint Center for Political and Economic Studies


  • Measuring the Benefits of Localism, by Scott Savage and Donald Waldman, University of Colorado at Boulder


  • Promoting Broadband Access for the Disabled, by Krishna Jayakar, Pennsylvania State University
