The NCTA and the American Cable Association sent a joint letter to FCC Chairman Julius Genachowski to express their support for efforts to modernize the universal service fund (USF) program and intercarrier compensation (ICC) regime, but also expressed concern that the plan recently announced by the incumbent telephone companies does not adhere to the four key principles that the Commission established to guide reform of the programs:



  • Modernize USF and ICC for broadband


  • Fiscal responsibility


  • Accountability


  • Market-driven policies
